The go-ahead from the Council of Ministers has arrived for the decree law for the protection of workers in the event of a climate emergency. The provision extends the possibility of accessing the redundancy fund for construction and agriculture, the most exposed sectors. It allows, in the event of objectively unavoidable events, to request the cig by the hour for construction and agricultural workers, excluding it from the envisaged count (respectively 52 weeks in the mobile two-year period for the ordinary cig in construction and 90 days in the calendar year for the Cisoa in agriculture). Furthermore, on the bad weather front, the Council of Ministers took note of an initial allocation of 12 million euros from Simest for companies in Emilia Romagna, Marche and Tuscany affected by the floods of recent weeks.
Calderone: “Commitment to emergency protocols, not just the heat”
The government had submitted a protocol to the social partners that concerned an agreement for the ‘heat’ but it was decided to start “a process that will translate into much more extensive work, an emergency protocol that will also take into account the heat, but which will look more broadly at climate emergencies, also identifying sectoral protocols”, said the Minister of Labour, Marina Calderone, at the end of the Council of Ministers, explaining that there is also an article on the subject in the approved decree. “The decree transposes and enhances the agreements between the social partners, which can be promoted by the Ministry of Labor and Health and which can be implemented in ministerial decrees. They add to those of the flood decree and are a way to pay attention to what are specific needs of the moment”. The minister said that in any case the government aims to favor “agreements with the social partners and good practices with pay attention to safety and work regulations”.
Schillaci: with the heat we give answers to protect workers’ health
“With this measure we are giving important answers for the protection of the health and safety of workers, especially in those areas where they are most exposed to high temperatures”, said the Minister of Health, Orazio Schillaci, regarding the decree law on urgent measures in protection of workers in the event of a climatic emergency approved by the Council of Ministers. “The provision contained in the decree to favor agreements with the social partners will allow us to intervene further, also by incorporating the agreements through decrees, to define organizational methods, and health surveillance in order to increase safety levels in the presence of high temperatures, as we have begun to do with the protocol that the Ministry of Health has drawn up in recent days which provides indications on work shifts, management of breaks, ‘suitable clothing, constant hydration and what can be useful to ensure higher levels of safety in the workplace”.
Musumeci: “10 million to compensate tourists in Sicily”
At the end of the Council of Ministers, a press conference was held, during which the Minister for Civil Protection Nello Musumeci made it known that “Minister Santanchè presented a proposal for the tourists who found themselves in Sicily in the most difficult: there will be 10 million euros for the reimbursement of airline tickets and reservations for those who have remained without coverage. It starts from the day when the Catania airport goes haywire. A special office will be set up.”
Musumeci: “We will buy and produce Canadair, the EU has few”
“There are fewer and fewer Canadairs around precisely due to the limited production”, added Musumeci. “Italy has applied to buy some but will have to wait another 4-5 years: given this paradoxical situation that we discovered at the our establishment is working to find an alternative solution together with other Member States because the problem is not only Italian. Musumeci: “Those who live in risk areas must have insurance”
“The culture of prevention also passes through a new approach with risk insurance. The Government will address this issue in the coming weeks: every citizen who lives and works in a territory at risk needs to have recourse to insurance, perhaps even with the assistance of the State”, said the Minister for Civil Protection, Nello Musumeci, after the Council of Ministers.
Musumeci: “Yesterday 35 requests for air competition”
“There were 35 requests for air concourse yesterday: 15 in Sicily, 13 in Calabria, 4 in Sardinia, 3 in Puglia, 1 in Abruzzo. All possible requests have been satisfied, in Sicily due to strong wind currents The regional air fleet was unable to carry out any interventions yesterday and this made the extinguishing operations partly more complicated. The Puglia region has not equipped itself with a regional air fleet so the interventions must be carried out by an air fleet of State,” added Musumeci.
Musumeci: “Arsons are nothing new”
“It is not excluded that there are arson”, among those that have broken out in recent days, Musumeci explained again. “The judiciary and the police are investigating. It would not be new; for some time in many regions fires have been caused by local crime, often for speculative purposes on those territories crossed by flames”.
