If you are still young for your old-age pension, but have many contributions paid into different pension schemes: here’s what to do
Do you have a rather complex career, with contributions paid to different pension schemes? Are you still young for your old-age pension, but do you have a lot of contributions? In addition to the accumulation, with which you get the early retirement with 42 years and 10 months of payments in different funds (one year less if you are a woman), it is also possible to obtain the early retirement with totalisation as stated on laleggepertutti.it.
Totalisation is a tool that allows you to add up the contributions credited to various different compulsory pension schemes for free, in order to reach retirement. In simple terms, the contributions credited to all the compulsory social security funds administered by INPS (employee pension fund, management of merchants, separate management, management of public employees …) and those credited to professional funds (Cassa Forense, Inarcassa) can be added together. , Enpam …).
In recent times, this tool is little used due to the operation of the accumulation, which consists of another way of adding without costs the contributions credited to different funds: in the generality of the managements administered by the INPS, the accumulation does not oblige the contribution recalculation of the treatment, while this disadvantage is in many cases caused by the totalisation. In reality, few know that the aggregation does not always oblige the contribution recalculation, in various cases in which the interested party achieves the right to an independent pension.
It must also be considered that, through the aggregation, it is possible to obtain the retirement pension with only 41 years of contributions. So let’s analyze the fundamental aspects of early retirement with totalisation: who can obtain the treatment, what requirements the law requires in detail and what contributions can be added to achieve the right to pension treatment.
What contributions can be combined with totalization?
Using the aggregation, all contributions credited to the following compulsory pension schemes can be added together:
Compulsory general insurance (Ago), which includes the Employee Pension Fund (FPLD) and the special management of self-employed workers (craftsmen, traders, farmers);
Replacement funds for Ago (former Fondo Elettrici, Telefonici, former Enpals, Fondo Volo, Inpgi…);
Exclusive funds of the Ago (former INPDAP regime: Cassa Stato, Cpdel, Cpi, Cpug, Cps; Poste, Fs);
Inps Separate Management;
Social security management for freelancers;
In addition, contributions can be combined:
from redemption / rejoining.
What contributions cannot be added to the totalization?
All contributions paid to non-compulsory pension schemes cannot be included in the aggregation operation: you cannot combine, for example, contributions paid to the supplementary pension fund, to the housewives fund or to Enasarco.
What conditions must be met to request totalization?
The totalization operation:
it must include all the contributions present in the managements in which the insured is or has been registered: partial aggregation is not allowed;
it cannot be used by a person who already holds an autonomous pension paid by one of the managements to which he is registered, even if you want to add up the contribution periods accrued in funds other than the one in which a benefit has already been paid in favor of the pensioner.
The totalization request can be made:
if in a management one is entitled to an autonomous pension, provided it is not yet liquidated;
if you are in receipt of a survivors’ pension;
if you are benefiting from a pension paid by a fund other than the managements potentially involved in the aggregation, or a pension provided by a foreign institution, provided that the contribution has not already been used for international aggregation.
The application for aggregation is not allowed if the interested party has requested and accepted the rejoining of contributions, that is, if he has already paid the first installment or the entire payment of the reunification fee.
What are the requirements for obtaining the early retirement pension in aggregate?
You can obtain the early retirement pension in aggregate, or more precisely the retirement pension in aggregate, in the event that, among all the managements, you have at least 41 years of contributions, counting the periods that do not coincide.
Notional contributions due to sickness or unemployment, which in any case are useful for calculating the amount of the pension, are excluded from the contribution to the right.
Starting from the maturity of the requirements, to obtain the payment of the pension, you must wait for a window period of 21 months.
Calculation of the early retirement in aggregate
The calculation of the anticipated pension in aggregation, at the managements administered by the INPS, takes place with a fully contributory system. This calculation is, however, salary / mixed if it is registered with one of the public pension funds before 1996 and you have already reached, in one of these managements, the minimum requirements for obtaining the right to an independent pension.
In most cases, the contribution calculation system is also used at the privatized self-employed professional funds, but with some particularities:
for the determination of the contribution amount (the sum of contributions, to be revalued annually and transformed into a pension), the subjective contributions paid by the member are considered, within the income ceiling, if provided for by the fund regulations; redemption contributions are also considered, while – except for particularities dictated by specific regulations – supplementary and solidarity contributions are excluded;
the determination of the capitalization rate (ie the revaluation) of the contribution amount takes place on the basis of the rules of the decree on aggregation;
the one indicated in table A of the Dini law must be used as the transformation coefficient, based on the retirement age;
the annual pension rate is increased in proportion to the contribution seniority accrued at the category body, by applying a mathematical relationship.
The calculation parameters illustrated could change and be harmonized in the event of substantial changes to the social security systems by individual entities: the changes must be resolved by the entities and approved by the supervisory Ministries.
However, it is possible, at the self-employed funds, to use the pension calculation system provided for by the individual management system, not fully contributory, if the payments credited to pension management are equal to or greater than the minimum required to obtain the right. to the old-age pension.
With regard to the private funds (the so-called “new professional funds”, this is not the privatized funds) of freelancers, for example Enpapi, the calculation system in force in the single system is used, which is normally the contributory one.
How do you add up the contributions for your pension entitlement in aggregate?
For the purposes of entitlement to pensions under the aggregation scheme, the enrollment periods in the various managements are converted into the unit of time provided for by each system, on the basis of the following parameters:
6 days are equivalent to a week and vice versa;
26 days are equivalent to one month and vice versa;
78 days are equivalent to a quarter and vice versa;
312 days are equivalent to one year and vice versa.
