Ecobonus 2022, bookings for cars and motorcycles reopen: how it works

Starting at 10 am on Wednesday 25 May 2022, the ecobonus.mise.gov.it platform will reopen, where dealers will be able to book contributions for the purchase of new, non-polluting vehicles, cars and motorbikes. The Prime Minister’s Decree with the measures proposed by the Minister of Economic Development, Giancarlo Giorgetti, was published today in the Official Journal. Therefore the sales contracts, stipulated starting from the publication of the provision, will be valid for the purpose of booking the subsidy contribution to be entered on the platform.



For the incentives, 650 million euros have been allocated for each of the years 2022-2023-2024, which fall within the resources approved by the Government in the Automotive Fund for which a total financial endowment of 8.7 billion euros has been provided up to 2030.

In particular, the 650 million euros for the year 2022 are divided as follows: for the purchase of category M1 cars; 220 million euros for the 0-20 range (electricity); 225 million euros for the 21-60 range (plug – in hybrid); 170 million euros for the 61-135 range (endothermic with low emissions). For motorcycles and mopeds (category L1e, L2e, L3e, L4e, L5e, L6e, L7e) 10 million are allocated for non-electric vehicles and 15 million for electric vehicles, while 10 million euros are allocated to commercial vehicles in the category N1 and N2.

Many innovations have been introduced on the amounts of incentives granted for the purchase of new vehicles, cars and motorcycles: for cars (category M1) with emissions between 0-135 g / km CO2, Euro 6, the price limits have been updated list of the new vehicle and the amounts of the contributions granted, taking into account the emission band and the presence of the vehicle to be scrapped (up to € 4).

For the 0-20 g / km CO2 range, the list price must not exceed 35,000 euros (excluding VAT) and the contribution is 3,000 euros without scrapping and 5,000 euros with scrapping. For the 21-60 g / km CO2 range, the list price must not exceed 45,000 euros (excluding VAT) and the contribution is 2,000 euros without scrapping and 4,000 euros with scrapping. For the 61-135 g / km CO2 range, the list price must not exceed 35,000 euros (excluding VAT) and the contribution is 2,000 euros exclusively with scrapping.

Natural persons can access these contributions while legal persons, to whom a share of 5% of the resources allocated for the M1 category is reserved, can book contributions only and exclusively for the 0-20 and 21-60 g / km bands. CO2 if the vehicles are used in car sharing for commercial purposes. For motorcycles and mopeds (category L1e, L2e, L3e, L4e, L5e, L6e, L7e) contributions have also been introduced for non-electric vehicles, equal to 40% of the purchase price up to 2,500 euros. The contribution is recognized only to natural persons who purchase a vehicle of not less than 5 euros and scrap a vehicle of the same category (up to 3 euros). It is necessary for the seller to apply a 5% discount. For electric motorcycles and mopeds (category L1e, L2e, L3e, L4e, L5e, L6e, L7e) the purchase is foreseen only by natural persons. The contribution is equal to 30% of the purchase price without scrapping up to 3,000 euros and 40% with scrapping of a vehicle of the same category (up to 3 euros) up to 4,000 euros. For commercial vehicles, in addition to category N1, category N2 was also eligible for the contribution. The contribution, for SME buyers, including legal entities, is provided exclusively for vehicles with electric power supply with the simultaneous obligation of scrapping (up to € 3).

The amounts of contributions for category N1 vehicles have changed: 4,000 euros with MTT up to 1.5 tons; 6,000 euros with MTT greater than 1.5 and up to 3.5 tons. For vehicles of category N2: 12,000 euros with MTT greater than 3.5 and up to 7 tons; 14,000 euros with MTT greater than 7 and up to 12 tons.

The requirements for maintaining ownership of the vehicle purchased with the incentive have also been established: 12 months in the case of a natural person buyer and 24 months in the case of a legal person buyer. This requirement is envisaged for the purchase of cars, motorcycles and mopeds, commercial vehicles are excluded.

Sellers must confirm the transactions within 180 days from the opening date of the booking, as required by article 6, paragraph 2, of the Ministerial Decree of March 20, 2019. Starting from May 25, for all further information, it will be possible to consult the website www.ecobonus .mise.gov.it.
