Fitto at Sky 20 years: “Different solutions on Pnrr in the field”

Thus the Minister for European Affairs, Cohesion Policies and the PNRR, speaking during the third and final day of the event organized by Sky Italia, in Rome, to celebrate its 20 years

“The government, on the topic of the Pnrr, has worked to implement various solutions. We are talking about an instrument worth over 200 billion euros. It is a debt that weighs on the shoulders of young people and for this reason the government has the duty to intervene to ensure that the quality of the expenditure of these resources is positive, precisely so that it accompanies growth and allows us to recover from that debt”. This was said by Raffaele Fitto, Minister for European Affairs, Cohesion Policies and the PNRR, who spoke during the third and final day of the event organized by Sky Italia, in Rome, to celebrate its 20 years. “The executive has put in place a new government structure, has initiated a series of solutions to objective problems, some determined by the change in the international scenario, and has made choices to adapt this plan”, he further explained.

“Awareness in achieving results”

The Pnrr, continued Fitto, going into detail, “is an instrument worth 220 billion euros, 68 non-repayable, 122 debt and another 30 always debt. Today we are working on a series of adjustments to this plan also because, if we take old projects and insert them into the Pnrr today we risk them being inadmissible”. Then there is the issue of timing: “June 30, 2026 represents the maximum time to complete the interventions. For the third instalment, the resources will be allocated in a few days. We have made 47 interventions to achieve it, while for the fourth installment the government has chosen to start a separate comparison to modify 11 of the 28 objectives. The European Council has approved and we expect the resources to arrive by 31 December this year for the fourth instalment.” In this sense, the minister confirmed, “we are working in perfect harmony with the European Commission. I think the results are very positive. With the payment of the third installment we will reach 44% of the total resources and with the fourth we will exceed 50% of the plan. We are in a phase of resolving many issues and many aspects are linked to simplifications. Despite the great difficulties we face there is the awareness of achieving results.”

The theme of reforms

“Reforms are a central theme for us, there is no investment spending plan that is not accompanied by a very strong profile of reforms. We do not want to reduce the ambition of the reforms but we are broadening and raising it to adapt to the scenario” , the minister further argued. The reforms themselves, he added, “are not under discussion, we are carrying out a verification work” which concerns the entire plan because “the difference between those who have set a very high target and those who must achieve it will not escape” those who look today the situation. And with the EU, Fitto explained, “there are tables to be able to reach an agreement on this too”.

“The Pnrr will be implemented”

“The Pnrr will be implemented”, concluded Fitto. Finally explaining that “in the coming months the international scenario will require us to make adjustments. We must have the ability to advance on reforms and investments but following the scenario that revolves around us”.
