Ismea at the XIV national conference on risk management in agriculture

Global warming and the effect of climate change are increasingly impacting primary production. The global temperature rise produces anomalous winters with abnormal temperatures that favor the vegetative restart, followed by late frosts, summers with the alternation of drought periods interspersed with excessive rain, which can potentially create significant damage to the agricultural system. All this and the tools for risk management in agriculture will be discussed in XIV National Conference on Risk Management in Agriculture, organized by Cesar (Center for Agricultural and Rural Development) of Perugia, Asnacodi Italia (National Association of Condifesa of Italy) and the Department of Agricultural, Food and Environmental Sciences of the University of Perugia. The event sponsored by Mipaaf, Umbria Region, Ismea, Ania, will take place tomorrow, Friday 11 February 2022, starting at 9.30, at the Lyrick theater in Santa Maria degli Angeli-Assisi.



Many topics will be the subject of the Assisi conference, which will be opened by the rector of the University of Perugia and president of Cesar Maurizio Oliviero, by the mayor of Assisi Stefania Proietti. The event is divided into three sessions. In the first, coordinated by Francesco Martella, director of Cesar, the opening speech will be given by deputy Filippo Gallinella, president of the Agriculture commission of the Chamber of Deputies, followed by a speech by Camillo Zaccarini Bonelli of Ismea, who will illustrate the results of the 2021 campaign.

The Agricultural Risk Management Plan for the 2022 campaign by Simona Angelini of Mipaaf will be presented below, followed by a speech by Giovanni Razeto di Ismea, with a speech on the role of public reinsurance for the management of catastrophic adversities. The session closed by the general manager of Agea Gabriele Papa Pagliardini, who will illustrate the progress of the disbursement of contributions relating to risk management tools.

The second session, coordinated by the president of Ismea, Angelo Frascarelli, sees the intervention of the head of the European Policies and Rural Development Department of the Mipaaf Giuseppe Blasi who will present the new risk management tool, unique in Europe: the National Mutual Fund for coverage of catastrophic damage. This is followed by a speech by climatologist Luca Mercalli who will illustrate the climatic evolution and the impact on agricultural production.

We will then proceed with the interventions of Umberto Guidoni, co-director general of Ania, who will bring the point of view of the insurance companies; the intervention of the director of Asnacodi Italia Andrea Berti, who will present the strategies introduced by the Asnacodi Condifesa system to give more and more answers to agricultural enterprises. Roberto Morroni, Councilor for Agriculture and Rural Development of Umbria and member of the Agriculture Commission of the Conference of Regions closes the session.

The third session coordinated by Gaetano Martino, director of the Department of Agricultural, Food and Environmental Sciences, sees the intervention of the president of Asnacodi Italia, Albano Agabiti, who will trace the work done in recent years by the Condifesa system and above all the new challenges that point to have a risk management system that responds more and more to the needs of agro-zootechnical companies. The conclusions are entrusted to the Minister of Agricultural, Food and Forestry Policies Stefano Patuanelli. The event will also be accessible via the internet, thanks to streaming on the YouTube channel and on the Cesar Umbria and Asnacodi Italia Facebook pages.
