Maneuver 2023, opposition protests: final vote postponed

The ok in the Senate tomorrow morning, then confidence. Opposition in revolt for tight times

The final vote in the Senate on the 2023 maneuver has been postponed until tomorrow morning, Thursday 29 December. The budget bill will arrive in the Palazzo Madama hall at 10 for the general discussion, at the end of which the trust will be placed. The explanations of vote on confidence will begin at 9, followed by the call and then the final vote on the measure. The final go-ahead should therefore arrive by 12 noon. This was established unanimously by the Conference of Group Leaders.

The postponement, compared to the vote initially scheduled for today’s evening, came after the request of the oppositions for an extension of the discussion times. “Thanks to our tenacity and insistence, the maneuver will arrive in the Chamber on the 29th: a meager consolation perhaps but at least we will have some time to examine it”, wrote the president of the senators of the Third Pole, Raffaella Paita in a tweet.

The provision must be definitively approved by 31 December to avoid the provisional exercise. Provided for in Article 81 of the Constitution, it constitutes an exception to the natural course of the budget session. The main effect of the provisional exercise is represented by the stringent constraints on public spending. Timescales are therefore very tight.

Opposition to La Russa: “More time is needed for the exam”

Given the timing of the transmission of the technical report to the budget bill, the president of the Senate, Ignazio La Russa, convenes the Conference of Group Leaders again to redefine the calendar of work so as not to compress the time for the debate. The request of Pd, M5S, Third Pole and the Green-Left Alliance. Pending the answer, the opposition occupied the room of the Budget commission.

“It is true that the deadline that President La Russa had given for the arrival of the technical report was 5 pm – explained the parent company Dem, Simona Malpezzi – but also given the willingness of the majority commissioners to be able to have a suitable time to being able to find common measures, a common agenda, to try to build something together, reconvening the Conference could be a useful element, also because it is not an element to obstruct, to send the country into provisional exercise, it is to try to give dignity to a discussion that allows the various political positions to emerge. And there is a day available, that of tomorrow, and we could easily vote on Thursday”.

“Are they afraid of having a few numbers less on 29? – asked the group leader of the Third Polo, Raffaella Paita – Are they afraid of obscuring Giorgia Meloni’s press conference, which will still be there? Perhaps it would be better to respect the rules more than all together we have given ourselves, for a discussion in the light of the sun and to transparently convey the messages we want to give to Italians”.

“In such a difficult moment we had to make choices.” Thus, speaking of the budget manoeuvre, the deputy prime minister and minister of infrastructure and transport Matteo Salvini, saying he was “satisfied, because we have done everything possible in such a difficult moment. And I think that the Lega’s imprint has been seen”.

“There are those who retire and those who don’t, there are those who have a second home and those who don’t. Everyone does one thing, however: they pay the electricity and gas bills. And we, as we promised in election campaign, we put most of the resources into bills, but we in the League asked and obtained that the beginning of a process be seen,” said Salvini, claiming the “stop to the Fornero law” and ” the start of quota 41″.
