The President of the Republic said this while speaking at the Anci assembly in Genoa. “This is a great, decisive contribution to innovate and improve Italy and Europe in production capacity, in the sustainability of future development, in social cohesion”, he then added
“Today is the time to fully implement the National Recovery and Resilience Plan. So many resources, so many projects together constitute a historic opportunity for the country, with the mobilization of huge amounts, even higher than those of the providential and legendary ‘Marshall Plan’ in the post-war period. This was said by the President of the Republic, Sergio Mattarella, speaking at the Anci assembly in Genoa. “It is a great, decisive contribution to innovate and improve Italy and Europe in productive capacity, in the sustainability of future development, in social cohesion”, he added.
“The low voter turnout is worrying”
“The Municipalities are the first test of the vitality of a democracy and it would be a mistake to favor shortcuts on this terrain”, continued Mattarella in his speech. “The very vitality that characterizes the relationship between people and the Municipalities indicates that it must be pursued with obstinately pursue the path of ever-increasing citizen involvement, which is certainly not a secondary element of legitimation. Also to counteract the worrying trend of electoral disengagement”, the President of the Republic continued, referring to the dangers of increasingly poor citizen participation in elections.
Municipalities “like emergency rooms, often without resources”
Municipalities, said Mattarella, “are often asked to intervene as an emergency room, to decide quickly, without being certain of the resources needed to deal with emergencies, with the mayors on the front line. This is the case of natural disasters. This is the case of migratory flows of unexpected dimensions. Your work, the work of the community of local administrators, is becoming increasingly complex and demanding.”
“Plurality always requires collaboration”
The president then spoke of collective responsibilities. “Plurality always requires collaboration. You have always shown wisdom in not lingering in the logic of small homelands to be, instead, a great national force, aware of general interests, which gives meaning and contributes to the direction of Italy. We are united by a task and a collective responsibility: the implementation of the Constitution, which always places the person, his freedom, equality, integral development at the centre”.
