The reform of the Justice awaits the green light from the president to be sent to the Chambers. There will be a signature, majority sources say. The Quirinale will then be called to a new check before promulgation. The head of state would have probed the premier to see if there is a willingness to open a confrontation with the robes. Remote clash between Nordio and Mantovano on the external competition in mafia association; the former would like to change it, while the latter brakes: “It’s not a priority”
The President of the Republic Sergio Mattarella and the Prime Minister Giorgia Meloni met at the Quirinale after the Supreme Defense Council. An hour-long conversation where the theme of justice found space, in particular the Nordio reform, which is arriving in Parliament. But in the background there are also tensions with a part of the judiciary. Clash on external competition in the mafia association between Minister Nordio, who would like to review the law, and Undersecretary Mantovano, who instead does not consider any changes a priority.
“Friendly and constructive conversation”
The majority speak of a meeting “without tension” and from the Quirinale they are assured that the face-to-face “was cordial, constructive”. Reassurances that in the majority and opposition parliamentary circles someone has interpreted as excusatio non petita. The Delmastro, Santanché and La Russa cases are thorny for government relations, for those within the majority and for those between the government and the robes. Mattarella is president of the Superior Council of the judiciary and follows the events carefully. It is no coincidence that in recent days he received at the Quirinale the first President of the Court of Cassation, Margherita Cassano, and the Attorney General of the Court, Luigi Salvato.
Towards the green light for Nordio reform, but possible comparison
The reform of the Justice awaits the green light from the president to be sent to the Chambers. There will be a signature – majority sources point out – and it will then be up to the House and Senate to deal with the issues. The Quirinale will then be called to a new check before promulgation. In this logic, it is always said in parliamentary circles, the head of state would have probed the prime minister to understand to what extent there is a willingness to open a confrontation with the robes on some points of the bill. The premier’s position is clear, executive sources confirm, and it is the one reaffirmed in Vilnius, where she criticized the way in which Santanché learned she was being investigated and the coercive charge against Delmastro, then reiterating her willingness to proceed with the separation of careers.
External competition in mafia association, different positions between Nordio and Mantovano
The position on external competition in mafia associations is more nuanced. Justice Minister Carlo Nordio spoke of remodulation. But the undersecretary to the Prime Minister, Alfredo Mantovano, held back: “It’s not an issue under discussion, the government will not take any step back in the fight against organized crime. There are other priorities”. However, Mantovano was concerned by a sentence from the Cassation which “reviewed the very concept of organized crime”, “creating alarm in the courts” because “special aggravating circumstances, prison benefits and so on” are called into question. On this, therefore, the judges “will have to clarify”. A subject on which the government could also intervene with a decree, is reasoned in ministerial circles. They worry about the effects the investigations may have on the government. But Meloni – is explained by qualified government sources – would have spoken of a summer of stability, without jolts, to open the path of the Budget in September. A way of saying – some sectors of the majority think – that there should be no short-term changes in the government team.
Pnrr and Born
The Prime Minister would have reassured Mattarella, who is following the path and delays in the tranches of the Pnrr with some concern. Also on the table are the topics just debated in the Supreme Council of diesa: “firm condemnation of the aggression carried out by the Russian Federation and support for Ukraine in its defense against the invader”, the need “to ensure the military, even with adequate funding, in line with the requirements defined by the Atlantic Alliance, the ability to operate”. And the immigration question: Italy intends “to take a strong initiative to draw the full attention of the European Union and NATO to Africa”.
