Pnrr, green light from the EU Commission for the fourth installment for Italy

The European Union gives the green light to the fourth installment of the Pnrr for Italy. The Commission has in fact approved a positive preliminary assessment of our country’s fourth payment request for 16.5 billion euros in grants and loans under the Recovery Plan. The EU executive announced it.

Positive opinion from the Commission

The request for payment of the fourth tranche was presented on 22 September 2023, after Italy had achieved 21 milestones and seven objectives set out in the Council Implementing Decision. As the Commission explained, these goals and objectives cover a series of transformative reforms in key policy areas such as criminal and civil justice, public employment, public procurement, care for older people and long-term care. “The Italian authorities – highlighted the EU Executive – have accompanied the request with detailed and exhaustive elements demonstrating the achievement of the 28 goals and objectives. The Commission carefully evaluated this information before presenting its preliminary positive evaluation of the payment request “.


The investments included in this payment request also cover a wide range of sectors, such as energy efficiency of buildings, hydrogen infrastructure, childcare, digital transition, sustainable mobility and social inclusion. These include, for example, the installation of charging infrastructure and the expansion of the regional public transport rail fleet with zero-emission trains. One investment concerns the digitalisation of public administration. There are investments to combat educational poverty in the South and to increase the provision of nursery and nursery schools and early childhood education and care services. And also the intention to increase the availability of affordable housing for university students.
