The platform for the electronic collection of subscriptions for referendums is coming. The Ministry of Innovation announces that the implementing decree relating to the functioning of the platform for the electronic collection of subscriptions for referendums and bills of popular initiative has been signed, explaining that the decree has incorporated both the observations of the Privacy Guarantor and those of the Ministry of Justice. After registration, it will be published in the Official Gazette and the platform will be put into operation, which will guarantee the full digitization of the process.

The platform update

The operating procedures foresee that the platform, accessible through a dedicated portal, will be organized in a private area and in a public area. It will provide for three different types of users: for promoters, for citizens who intend to sign a referendum or popular law proposal and finally for the staff of the Court of Cassation. The platform will guarantee the full digitalization of the process, in compliance with all the safety and technological adequacy requirements provided for by the law, it is specified in the note from the Ministry of Innovation. By integrating the electoral lists managed by the municipalities into the National Resident Population Register (ANPR), the platform will also ensure automatic verification of the voter qualification of subscribers. Developed by Sogei, as manager, the platform is now being updated, which is necessary for adapting to the latest changes to the implementing decree and the related operating manual.

The private area and the public area

The private area, in particular, will allow the promoters to manage the referendum proposal and to monitor the progress of the collection of subscriptions. In this section the promoters will be able to choose the type of initiative to be registered (referendum or popular initiative law), request the upload of the proposal, view its preview and, once the correctness of the data entered has been confirmed, immediately start the collection of signatures. . The public area will allow citizens to consult the referendum proposals and related questions as well as current or expired popular law proposals, indicating all the information necessary for signing, the number of signatures collected up to the time of viewing and the number necessary to reach the quorum. Eligible citizens, who wish to subscribe to a referendum or popular initiative law proposal, will be able to access the private area through a digital identity system provided for by the digital administration code and use a specific dedicated key to express their opinion. support. Furthermore, again through the private area, the staff of the Court of Cassation will have the necessary tools to activate and monitor the subscription collection process.
