How much do transport, removals and porterage cost the Italian Regions? This was revealed by a report created for Adnkronos by the Fondazione Gazzetta Amministrativa della Repubblica italiana, which, as part of the ‘Pythagoras’ project, has drawn up a ranking of the costs incurred in 2021 by the Regions (for this item of expenditure they are not taken into consideration the data of the provincial capitals as in this case not comparable) for the maintenance of their offices and their structures, complete with the assignment of ratings.
Indeed, the Research Center of the Foundation analyzes all the official financial data of the public body in question and, through scientific research algorithms, identifies potential waste, or critical expenditure in the public accounts. The institution’s expenses in relation to the individual items are compared with the reference benchmark and, depending on the levels of expenditure variance identified, we speak of ‘positive performance’ (when the expenditure is lower than or equal to the average), ‘variance slight’ (when spending is between the average spend and 30% more), ‘significant variance’ (when spending is between the slight variance and 100% more), ‘out of control’ spending (when the expenditure exceeds the average expenditure by more than 100%. The rating – which is based exclusively on objective accounting data free from any discretionary evaluation – assigns the best performance the triple ‘A’, while the worst is assigned the letter ‘C’.
This episode, dedicated to transport, removals and porterage, is published today, Saturday 15 April. Here are all the tables and figures from the report (TABLE 1 – TABLE 2).
IN BASILICATA, ABRUZZO, MARCHE CALABRIA AAA – Basilicata, Abruzzo, Marche and Calabria are the most ‘virtuous’ Italian regions in terms of costs for transport, removals and porterage services. They are the only two Regions that have been awarded the overall AAA rating in the special classification. In particular, for this cost item, in 2021, Basilicata spent 11,438.50 euros, Abruzzo 18,605.17, Marche 36,197.39 and Calabria 46,165.16.
To be ‘promoted’ for this type of expenditure, with an overall rating from A to AA, are also: with double AA Molise (10,614.00 euros), Umbria (41,751.10) and Sicily (204,709.72); and then Piedmont (271,097.07) and Puglia (296,270.16), which win the single A.
Instead, the Regions with ‘intermediate’ performances include: with BBB Veneto (394,022.43) and Campania (468,050.59); with BB Tuscany (418,002.88), Emilia-Romagna (503,889.81) and Lombardy (1,270,962.54); with B Liguria (292,505.77). While the data of Trentino Alto Adige, Valle d’Aosta, Friuli Venezia Giulia, Sardinia are not comparable for this item.
LAZIO RATING C – Lazio is the least efficient region in spending on transport, removals and porterage services. It is the only one to receive the ‘C’, the worst rating assigned by the special classification drawn up for Adnkronos by the Fondazione Gazzetta Amministrativa della Repubblica Italiana.
Specifically, for this item, in 2021, Lazio spent a good 1,277,092.97 euros. A figure that has grown compared to the previous year (748,430.39 euros in 2020), while it is slightly lower than in 2019 (1,295,910.54) but higher if compared to 2018 (926,623.27).
RECORD EXPENDITURE IN LAZIO – Lazio is the Italian region which, in absolute value, holds the record for expenditure on transport, removals and porterage services: 1,277,092.97 euros in 2021, a figure which makes it deserve the C rating.
Immediately afterwards, among the Regions with the highest amounts of expenditure for this item, we find Lombardy, with 1,270,962.54 euros, and Sardinia, with 1,117,640.38. These are followed, with amounts between 300 thousand and 500 thousand euros: Emilia-Romagna (503,889.81), Campania (468,050.59), Tuscany (418,002.88), Veneto (394,022.43), Friuli Venezia Giulia (375,409.72). Therefore, with amounts between 100,000 and 300,000 euros: Puglia (296,270.16), Liguria (292,505.77), Piedmont (271,097.07), Sicily (204,709.72), Valle d’Aosta (139,251.45).
LOWER EXPENDITURE IN MOLISE – Molise is the Italian Region which, in absolute values, has the lowest expenditure for transport, removals and porterage services: 10,614.00 euros in 2021.
Among the Regions that spend the least on this item, always in absolute values, with an amount of less than 100 thousand euros, we find: Basilicata (11,438.50), Abruzzo (18,605.17), Marche (36,197.39), Umbria (41,751 ,10), Calabria (46,165.16), Trentino Alto Adige (49,952.11).
