Smog in Rome, partial blockade of traffic and car stops: from when and for whom

Partial traffic blockage in Rome due to smog. The stop to cars will concern some specific categories of vehicles. Following the surveys carried out by the urban monitoring network, which recorded the exceeding of the limit value of 50 μg/m3 for PM10 during the monitoring cycle of 28 December 2022, and acquiring the model forecasts on the state of the quality of the air and its evolution, provided today by Arpa Lazio, which indicate in the Rome area, for the next few days, the persistence of a critical situation with the risk of exceeding the limit values ​​for the concentrations of atmospheric pollutants, safeguarding the health of citizens it was necessary to intervene with suitable measures to limit the circulation of vehicles with the greatest environmental impact, as required by current legislation.

Therefore, with Ordinance of the Mayor n.209 of 29.12.2022 on 30 December 2022, from 06.30 to 09.30; on 31 December 2022, from 06.30 to 09.30; on 02 January 2023, from 06.30 to 09.30 and from 16.30 to 20.00 in addition to the permanent bans already provided for by order of the Mayor n.191 / 2022, the Prohibition of private vehicular traffic is ordered, in the delimited area of ​​the territory of Rome Capital from the perimeter coinciding with that of the Ztl “Green Belt” for the following types of vehicles: – Vehicles powered by Euro 3 petrol; – Cars fueled by Euro 4 diesel; Mopeds and motorcycles (3 and 4 wheeled) powered by Euro 2 diesel.

On 30 and 31 December 2022 and 02 January 2023, throughout the municipal area, there is a ban on the use of domestic heat generators powered by woody biomass (in the presence of an alternative heating system) that do not comply with the expected values at least for the 3-star class (DM n.186 of 7 November 2017); the absolute prohibition of open fires of any type; the prohibition for all vehicles to park with the engine running; the strengthening of street washing; the strengthening of controls by the bodies in charge, in particular on compliance with the prohibitions on the limitation of vehicular circulation and the use of wood biomass heating systems and open-air combustion.

On 31 December 2022, throughout the municipal area, the heating systems will also be switched off in all public offices that do not perform essential services. The list of streets that delimit the perimeter of the ZTL “Green Belt” (attachment 1) and the categories of vehicles derogated/exempted from driving bans (attachment 2) can be consulted on the Roma Capitale web portal.
